Legislative Update
With a partial government shutdown looming, on January 18, 2024, Congress passed a third continuing resolution (CR) for fiscal year 2024. This third CR, which was signed into law on January 19, extends funding from January 19 through March 1, 2024 for agencies and programs funded in four of the annual appropriations bills—Agriculture, Energy & Water, Transportation, and Military Construction/Veterans Affairs. This third CR extends funding for the remaining eight appropriations bills (including funding for TTB) through March 8, 2024.
This continuing delay by Congress in passing appropriations bills for fiscal year 2024, which began on October 1, 2023, make it likely that the President’s budget for fiscal year 2025 will be postponed from early February to early/mid-March 2024.
The delay in passing the fiscal year 2024 appropriations bills also make it likely that there will be further delays in passing a new Farm Bill. The second CR, which was passed by Congress in November 2023, extended the authorities in the 2018 Farm Bill through September 30, 2024.
